Mr. Gent,

It is an indication of how little supervision

there was, that the defaulting Shroff could (and

apparently knew he could safely do it) return to

the Radio Office after pretending to go to the Bank

with the money, remain there about an hour, and then

walk off with a further sum of $231.06.

Also it appears from paragraph 5 of the Governor's

despatch that if Mr. Reed had carried out his duty

the irregularities by Mr. Chan Yik Shing in the

previous week would have been detected and the sub-

sequent fraud would, presumably, not have taken place.
